Free Lifeline & ACP phone programs in all 50 states

Lifeline is administered at the federal level, but the carriers that participate, the eligibility you can claim, and the free phones available vary considerably from state to state. The directory below opens a dedicated guide for every U.S. state and the District of Columbia.

How state-level Lifeline guides work on FreePhone Guide

Each state guide on this site has the same anatomy. At the top you’ll find the carriers actively enrolling residents — sorted by coverage and the size of their participating subscriber base. Each carrier card links to a state-specific program page that walks through what plan you’ll receive, which Android or iPhone models the carrier currently ships in that state, and what documents to have ready when you apply.

Below the carrier list, every state page also explains state-specific quirks — for example, California operates its own LifeLine program in addition to the federal benefit, while Oregon, Texas and Vermont publish supplementary state telephone assistance programs that stack with federal Lifeline. We highlight those program differences so you don’t miss benefits you’re entitled to.

The state pages are updated whenever USAC publishes a new approved provider list. The data on this site comes from the USAC Lifeline provider catalog and the FCC’s Affordable Connectivity Program portal. If a carrier changes its plan offer or stops accepting new enrollments in your state, the change propagates the next time the seed script runs.
